What is Cityscape Homes? | News

Cityscape Homes is a component of the Cityscape neighborhood revitalization campaign to transform Hartford’s Frog Hollow and Barry Square neighborhoods. It’s about creating a bustling, safe and prosperous neighborhood in which residents can live, work, shop and their children can be properly be educated.

The developer of Cityscape Homes is Pope Park Zion LLC, a partnership between Southside Institutions Neighborhood Alliance and Broad-Park Development Corporation.



As nonprofit, community-based organizations, they have a strong commitment to the long-term success of the Frog Hollow and Barry Square neighborhoods.
The project includes renovation of two family homes and new construction of one- and two-family houses.  It has been designed to assist low-income first-time homebuyers with an opportunity to make an investment in the community and be a part of the Cityscape revitalization effort. 
Prices range between $160,000 and $249,000 two family, for renovated and newly constructed homes. (Depending on the amenities and market value.)

The development sites are:
Allen Place; Affleck, Jefferson, Lincoln, Madison, Colonial,School, Ward, and Zion Streets.

Some of the features of the homes include:

Financing for Cityscape Homes

The construction of Cityscape Homes is being financed by a variety of sources including the State of CT Dept. of Economic & Community Development, the U.S. Dept. of Housing and Urban Development, the City of Hartford, LISC, CHFA, and the SINA partners.  

Much of this financing is in the form of grants as a second or third mortgage and generally restricts the property from being resold during a 10 to 15 year period to a family that is not income qualified.

There are a variety of mortgage programs available to make these homes affordable for first-time homebuyers. These are just a few examples of the programs available. There are income eligibility requirements and deed restrictions.

 House Hartford

This program offers homebuyers down payment and closing cost assistance to families whose incomes do not exceed $47,000 per year.  The City of Hartford will provide an interest free loan in an amount up to 7% of the sales price depending on the borrower’s income.  In addition to this down payment assistance, the City also offers eligible homebuyers an interest-free loan for up to $3,000 toward closing costs.  The City’s interest-free loan will be completely forgiven if the homebuyer stays in the home for five years.

People’s Bank

People’s Bank has a variety of mortgage programs for first-time homebuyers and is especially committed to working with buyers of Cityscape Homes.  Some of the programs require only a 3% down payment, have low-interest rates, and in some cases require no mortgage insurance.

Connecticut Housing Finance Authority (CHFA)

The Homebuyer Mortgage Program provides low-interest mortgages to first-time homebuyers with low or moderate incomes who are buying moderately priced homes.  In addition to the first mortgage loan, the Down Payment Assistance Program will provide second mortgages at low interest rates for down payments and certain closing costs.  

Cityscape Home Buyer Workshops

Home Buyer workshops are offered in collaboration with People’s Bank to all pre-qualified Cityscape applicants.  Workshops assist potential buyers with the information necessary to make a decision about purchasing, financing, and maintaining a home.
